Hey Ron,
Yes, that will provide a 24v start voltage to the starters. They usually do this to make the starters spin faster with a bit less current. You can run a 12v DC starter motor on 24v as its a low duty cycle motor. In most cases, 24v isn't needed though. Maybe they had a starting problem in the past?
I take it you have a separate house battery? How do they charge the batteries?
